Chapter XI Planning and implementation
Section 1 Strengthening organizational leadership
To strengthen overall guidance on planning and implementation, establish a Leading group for the development of the Guangdong-Hong Kong-Macao Greater Bay Area, and study and resolve major issues in the implementation of policies, project arrangements, institutional innovation, and platform development in the development of the Greater Bay Area。The Guangdong Provincial Government and the governments of the Hong Kong and Macao Special Administrative Regions should strengthen communication and consultation, and steadily implement the objectives and tasks set out in the Framework Agreement on Deepening Guangdong-Hong Kong-Macao Cooperation and Advancing the Development of the Greater Bay Area and this Plan。Encourage various forms of cooperation and exchanges among cities in the Greater Bay Area to jointly advance the development of the Greater Bay Area。
The second section promotes key work
Relevant departments of the central government should promptly formulate specific policies and measures to support the development of the Greater Bay Area in light of their own functions, strengthen communication with the governments of Guangdong Province and the Hong Kong and Macao Special Administrative Regions, and persist in coordinating solutions to problems in cooperation and development of the Greater Bay Area through a market-oriented approach under the rule of law。The Government of Guangdong Province and the governments of the Hong Kong and Macao Special Administrative Regions should, on the basis of mutual respect, actively coordinate and cooperate to jointly formulate special plans or implementation plans in the fields of scientific and technological innovation, infrastructure, industrial development, ecological and environmental protection and promote their implementation。The National Development and Reform Commission, together with The Hong Kong and Macao Affairs Office of the State Council and other relevant departments, shall follow up, analyze and evaluate the implementation of the plan, put forward suggestions for adjustment of the plan in light of new situations and problems, and report major issues to the Party Central Committee and The State Council in a timely manner。
Section Three: Preventing and resolving risks
We will prevent and defuse major risks, focusing on preventing and controlling financial risks。We will strengthen territorial responsibility for financial risk management, prevent and handle risks in key areas, resolutely crack down on illegal financial activities, strengthen the regulatory system for weak links, and ensure that systemic financial risks do not occur。Guangdong Province should strictly implement the relevant provisions of the budget Law, strengthen the management of local government debt limits, and effectively regulate government debt financing.We will strengthen fiscal restraint and effectively curb the construction of projects that do not have the ability to repay.Strengthen supervision and accountability, and resolutely stop illegal financing guarantees。
Section IV Expanding social participation
To support greater co-operation between think tanks on the Mainland and those in Hong Kong and Macao to provide intellectual support for the development of the Greater Bay Area。To establish an administrative consultation system and invite professionals from Guangdong, Hong Kong and Macao to provide opinions and suggestions on the development of the Greater Bay Area。To support Guangdong, Hong Kong and Macao in exploring the establishment of joint investment and development institutions and development funds in accordance with market-based principles, and to jointly participate in the development of the Greater Bay Area。To support the establishment of liaison mechanisms in the business, Labour, professional services and academic sectors of Guangdong, Hong Kong and Macao to enhance exchanges and co-operation。To expand public participation in the development of the Greater Bay Area, open up channels for public feedback, and support various market players to participate in the development of the Greater Bay Area。
